Responsibilities
Lead the development, refinement, and implementation of MEAL strategies, systems, and processes to monitor program performance and assess impact.
Design and implement data collection tools and methodologies to track key program indicators. Ensure that data is collected, analyzed, and reported in a timely and accurate manner.
Promote a culture of learning by identifying key lessons from program implementation and ensuring they are shared with internal and external stakeholders to inform future projects and decision-making processes.
Develop and implement feedback and complaints mechanisms to ensure transparency and accountability to communities and stakeholders. Ensure feedback is incorporated into program improvements.
Train and mentor staff in MEAL processes, ensuring that team members and partners have the necessary skills to implement and maintain MEAL systems effectively.
Implement quality assurance protocols to ensure that all monitoring and evaluation data is accurate, valid, and reliable. Conduct regular data audits and field visits to verify the integrity of the data collected.
Oversee the preparation of high-quality reports on program performance and impact for internal use, donors, and stakeholders. Ensure that all reporting meets donor requirements and deadlines.
Supervise the MEAL team, providing leadership, guidance, and support. Conduct performance reviews and build team capacity to meet evolving MEAL needs.
Work closely with program managers, technical leads, and external partners to align MEAL activities with programmatic goals and objectives. Ensure effective coordination between the MEAL team and other departments.
Collaborate with the grants and fundraising teams to ensure that MEAL components are included in new project proposals and are aligned with donor requirements.
Explore and implement innovative approaches and technologies for monitoring, evaluation, and learning, including digital tools and data visualization techniques.
Qualifications
Bachelor's degree in international development, social sciences, statistics, or a related field. A Master’s degree is preferred.
At least 7-10 years of experience in monitoring, evaluation, accountability, and learning within the non-profit sector, including experience in leading MEAL teams.
Demonstrated experience designing and implementing MEAL frameworks, data collection tools, and analysis methodologies.
Strong understanding of both qualitative and quantitative data collection and analysis techniques.
Excellent communication and interpersonal skills with the ability to present complex data to both technical and non-technical audiences.
Advanced knowledge of MEAL technologies and tools (e.g., mobile data collection platforms, GIS, data analysis software).
Proven ability to manage and build the capacity of diverse teams.
Experience working with donors, particularly in relation to MEAL requirements and reporting.
Ability to work in a fast-paced environment, prioritize tasks, and manage multiple projects simultaneously.
Strong problem-solving and analytical skills.
Demonstrated commitment to accountability, learning, and adaptive management approaches.
Knowledge of the local context and experience working in conflict-affected areas is an advantage.
Fluency in English is required; proficiency in local languages is a plus.
