Responsibilities

  • Support end-to-end delivery of digital and infrastructure-related programs, including governance, financial oversight, and performance management.
  • Develop standardized procurement packages, including Scope of Work (SOW), Bill of Quantities (BOQ), evaluation criteria, and compliance checklists, ensuring alignment with governance, technical, and financial standards.
  • Prepare procurement and design documentation for RFI/RFP processes, technical narratives, and infrastructure specifications, maintaining version-controlled records.
  • Coordinate project execution across stakeholders, vendors, and technical teams, ensuring milestones, risk management, and benefit tracking.
  • Oversee project execution and quality assurance, including site inspections, QA/QC reviews, and adherence to design, safety, and regulatory requirements.
  • Prepare project budgets, financial forecasts, and strategic planning documents, supporting resource allocation, cost control, and investment optimization.
  • Compile audit-ready documentation and reports for regulatory compliance, maintaining approval logs, traceability matrices, and checklists.
  • Assess financial risks, identify deviations, and implement mitigation strategies to ensure governance and cost-effectiveness.
  • Conduct cost-benefit analyses, vendor performance evaluations, and optimization recommendations.
  • Support compliance alignment and risk mitigation plans across all project phases, ensuring governance adherence and regulatory compliance.

Qualifications

  • Bachelor’s degree in Engineering, Project Management, or related field; PMP, PRINCE2, ITIL, TOGAF, SAP, or CISA certifications preferred.
  • 5–10 years of experience in PMO, project delivery, procurement, or governance roles in utility, governmental, or regulated sectors.
  • Strong understanding of procurement, project planning, multi-project coordination, and governance frameworks.
  • Financial literacy with experience in budgeting, cost control, and risk management.
  • Excellent analytical, organizational, and communication skills; proficiency in English required, Arabic an advantage.
